Question about a rotting boat? - can i buy a stringer under 100$

How long does it take for the transom and stringers to rot in a boat? How to be in a position to say whether the boat was under water before? If we have only one boat and the transom, correspondents and the ground is totally depraved! I wonder if there is any way we can say what is causing this ..... many years of neglect, or be thrown?
